Top Cop Eliud Lagat Summoned by IPOA Over Shocking Death of Blogger Albert Ojwang

Deputy Inspector General of Police Eliud Lagat has been summoned by the Independent Policing Oversight Authority (IPOA). He is required to answer questions related to the death of blogger Albert Ojwang.
Ojwang was arrested on June 6 after Lagat reportedly filed a complaint against him. A few days later, the blogger died while in police custody at the Central Police Station.
IPOA Chairperson Issack Hassan confirmed the summons in a statement on June 18. According to Hassan, the authority found enough grounds to question Lagat regarding the incident.
Twenty police officers have so far recorded statements with IPOA. Among them are senior officers from the Central Police Station, where Ojwang was detained.
Chief Inspector Samson Talaam and Constable James Mukhwana have already been arraigned. The Deputy Officer Commanding Station (OCS), arrested on June 17, is being held at Muthaiga Police Station.
In a dramatic turn, Constable Mukhwana gave an explosive testimony in court. He alleged that orders to “discipline” Ojwang came from Deputy IG Lagat.
Four civilians have also been arraigned in connection with the case. One civilian faces accusations of tampering with CCTV footage from the police station.
The remaining three civilians were detainees at the station during Ojwang’s detention. Their statements could provide critical insights into what transpired.
DVR footage and biological samples have been submitted to the government chemist. Forensic analysis is ongoing to establish the facts.
IPOA has filed applications to extend the detention of several suspects. This is aimed at allowing further investigations before formal charges are made.
Recommendations for charges are expected in the coming week. IPOA is working closely with the Office of the Director of Public Prosecutions (ODPP).
The death of Albert Ojwang has drawn national attention. The public and human rights groups are demanding accountability and justice.
